Development Cooperation and Good Governance

Abstract:

Hlavním cílem práce je podrobně zanalyzovat a zhodnotit reálné fungování a dopady ex ante podmíněnosti rozvojové spolupráce konceptem dobré governance. Soustřeďuje se především pak na fungování multilaterální pomoci, konkrétně na politiku Světové banky a Mezinárodního měnového fondu -- hlavních tvůrců a aktérů rozvojové spolupráce. Diplomová práce je členěna do tří kapitol. V první kapitole je definován pojem rozvojová spolupráce a koncept dobré governance, jenž je vyžadován západními donory od vlád rozvojových zemí. Je rovněž nastíněna možná korelace a kauzalita poskytování rozvojové spolupráce a dobré governance. Druhá kapitola se zaměřuje na historii a současnost fungování kondicionality v praxi, se zvláštním zaměřením na 80. a 90. léta, a zabývá se i dobrou governancí ze strany donorů. Ve třetí kapitole jsou nastíněny reálné efekty a nedostatky politiky podmíněnosti a jsou zkoumány alternativy k tomuto způsobu rozvojové strategie.

Abstract:

The main goal of this thesis is to analyze and evaluate the performance and the impact of ex ante governance conditionality of development cooperation. It focuses mainly on the functioning of multilateral aid, particularly the policy of the World Bank and the International Monetary Fund - the main creators and actors of development cooperation. In the first chapter the notion development cooperation is defined and also the concept of good governance required by Western donors from the governments of developing countries. It also outlines the possible correlation and causality of relation between the development cooperation and good governance. The second chapter focuses on the history and present state of aid conditionality in practice, focusing on 1980s and 1990s, and it deals with good governance on the side of donors, too. The third chapter identifies the real effects and shortcomings of aid conditionality and offers alternatives to this kind of development strategy.
