Possibilities of strengthening the population protection system by the Engineer Forces of the Czech Armed Forces.

Abstract:

Cílem diplomové práce je vyspecifikovat schopnosti, které může ženijní vojsko AČR při plnění pravděpodobných úkolů k řešení rozsáhlých mimořádných událostí a krizových situací v oblasti ochrany obyvatelstva nabídnout. Ke splnění tohoto cíle byly vyspecifikovány dvě výzkumné otázky. První zkoumá podmínky, za kterých lze síly a prostředky ženijního vojska nasadit, druhá otázka vyžaduje vyspecifikovat opatření, která je nutné přijmout pro zvýšení schopností ženijního vojska v oblasti ochrany obyvatelstva. Při hledání odpovědí na výzkumné otázky bylo přihlédnuto zejména k aktuálním schopnostem 15. ženijního pluku Armády ČR. Výsledkem řešení diplomové práce je konstatování, že systémová opatření, přijatá v rámci transformace Armády ČR již v roce 2008 měla svoje opodstatnění. Přesto rozsah a současné podmínky nasazení sil a prostředků ženijního vojska pro plnění úkolů ochrany obyvatelstva při krizových situacích, mají některá omezení. Autor v závěru práce zdůrazňuje tato omezení řešit cestou modernizace, některými organizačními opatřeními a zejména zintenzivním výcviku příslušníků vyčleněných jednotek, včetně aktivních záloh.

Abstract:

The aim of the thesis is to specify the capabilities that the Czech Armed Forces Engineer Corps that can offer for tasks to deal with large-scale emergencies and crisis situations in the field of the population protection. To meet this goal, two research questions were specified. The first examines the conditions under which the forces and resources of the Engineer Corps can be deployed. The second question requires specifying the measures that need to be taken to increase the Engineer Corps capabilities in the field of population protection. In searching for answers, particular account was taken to the current capabilities of the 15st Engineer Regiment of the Czech Armed Forces. The result of the solution of the thesis is the statement that the system measures adopted within the transformation of the Czech Armed Forces in 2008 has been justified. Nevertheless, the scope and current conditions of the deployment of engineer forces to fulfil the tasks of protecting the population in crisis situations have some limitations. The author emphasizes, these limitations can be solve through modernization, minor organizational measures and especially by the intensive training of members of the assigned units, including active reserves.
