Abstract:

Diplomová práce se věnuje problematice zásahu Hasičského záchranného sboru Správy železnic a složek Integrovaného záchranného systému na železnici. Práce je rozdělena do dvou částí. Teoretická část práce je na základě dostupné literatury zaměřena na Hasičský záchranný sbor Správy železnic, Integrovaný záchranný systém, přepravu nebezpečných látek na železnici a mimořádné události na železnici. Praktická část práce je rozdělena na analyticko-empirickou část a na aplikační část. V analyticko-empirické části se práce zaměřuje na statistický přehled výjezdů a nejčastěji přepravované látky přes železniční stanici Přerov. V aplikační části je nasimulována modelová železniční nehoda s únikem nebezpečné látky z cisterny za pomocí softwarového programu TerEx. Dále je v práci řešen samotný zásah na železnici při úniku nebezpečných látek. Výsledkem práce je vytvoření přehledné tabulky pro stanovení zón evakuace při úniku nebezpečných látek, která bude sloužit jako podpůrný nástroj při rozhodování na místě zásahu. Tato tabulka byla vytvořena především pro Hasičský záchranný sbor Správy železnic, ale využít ji mohou všechny složky integrovaného záchranného systému.

Abstract:

The diploma thesis deals with the issue of intervention of the Fire and Rescue Service of the Railway Administration and components of the Integrated Rescue System on the railway. The work is divided into two parts. The theoretical part of the work is based on the available literature focused on the Fire Rescue Corps of the Railway Administration, the Integrated Rescue System, the transport of hazardous substances on the railway and emergencies on the railway. The practical part of the work is divided into an analytical-empirical part and an application part. In the analytical-empirical part, the work focuses on a statistical overview of exits and the most frequently transported substances through the railway station Přerov. In the application part, a model railway accident with a leak of a dangerous substance from a tank is simulated using the TerEx software program. Furthermore, the work deals with the intervention on the railway in the event of a leak of hazardous substances. The result of the work is the creation of a clear table for determining the zones of evacuation in the event of a leak of hazardous substances, which will serve as a support tool in decision-making at the scene. This table was created primarily for the Fire and Rescue Service of the Railway Administration, but it can be used by all components of the integrated rescue system.
