Causes and solutions to the personnel deficit of the Foreign police service directorate

Abstract:

Předkládaná bakalářská práce se zaměřuje na analýzu hlavních příčin personálního deficitu na Ředitelství služby cizinecké policie a navrhovaná řešení pro zlepšení tohoto stavu. Práce se opírá o teoretické základy a relevantní literaturu týkající se lidských zdrojů, personálního řízení a veřejné správy. V první části práce jsou teoreticky vymezeny úkoly a členění cizinecké policie a okolnosti spojené s personálním deficitem, zejména jeho dopady na efektivitu a fungování bezpečnostního sboru. Druhá část práce se zabývá analýzou konkrétních faktorů vedoucích k nedostatku personálu v cizinecké policii. Jsou zde zkoumány interní i externí faktory ovlivňující nábor a retenci stávajících policistů. Závěrečná část shrnuje hlavní skutečnosti, zdůrazňuje dopady navržených opatření a předestírá možnosti jejich implementace v praxi.

Abstract:

Declared bachelor's thesis focuses on the analysis of the main causes of the personnel deficit in the Directorate of the Foreign Police Service and proposed solutions for improving this situation. The work is based on theoretical foundations and relevant literature related to human resources, personnel management and public administration. In the first part of this thesis are theoretical defined tasks of forein police, it’s divisions and consequences, associated with the personnel deficit and its impact on the efficiency and functioning of public administration are presented. The second part of the thesis deals with the analysis of specific factors leading to the lack of personnel in the foreign police. Both internal and external factors influencing recruitment and retention are explored here. The final part summarizes the main conclusions, emphasizes the impacts of the proposed measures and discusses the possibilities of their implementation in practice.
