Fire Rescue Service as part of the Integrated Rescue System - functions, ties, problems

Anotácia:

Bakalářská práce popisuje Integrovaný záchranný systém, jeho funkce a legislativní úpravu, dokumenty související s problematikou Integrovaného záchranného systému a subjekty, které Integrovaný záchranný systém tvoří. Zvláštní důraz je při charakterizaci základních a ostatních složek Integrovaného záchranného systému kladen na popis Hasičského záchranného sboru a jednotek požární ochrany. Analýza úkolů a činností těchto dvou subjektů je totiž hlavní náplní praktické části této bakalářské práce. Konec teoretické časti práce obsahuje stručný popis a členění mimořádných událostí. V praktické části je zpracován přehled mimořádných událostí řešených jednotkami požární ochrany, ostatních činností jednotek požární ochrany a dalšího působení Hasičského záchranného sboru na poli požární ochrany a Integrovaného záchranného systému. Přehled je omezen na činnosti evidované Hasičským záchranným sborem Jihomoravského kraje mezi lety 2017 až 2021. Čtenář je kromě statistiky v praktické části práce seznámen i s podstatou činností hasičů u odlišných typů mimořádných událostí, s odlišnostmi mezi zásahovou a ostatní činností a s činnostmi Hasičského záchranného sboru Jihomoravského kraje ukrytými pod vágním pojmem další působení.

Abstract:

The bachelor thesis describes the integrated rescue system, its function and legislation regulations, documents related to the issue of the integrated rescue system, and the entities that comprise the integrated rescue system. When describing the basic and other components of the Integrated rescue system, special emphasis is placed on the Fire Rescue Service and fire protection units. Analysing the tasks and activities of these two subjects is the main content of this bachelor thesis practical part. A brief description and classification of emergencies concludes the theoretical part of the thesis. The practical part of the thesis provides an overview of emergencies handled by fire protection units, other activities of fire protection units and other activities of the Fire Rescue Service in the field of fire protection and integrated rescue system. This overview includes only activities registered by the Fire and Rescue Service of the South Moravian Region between 2017 and 2021. Additionally to statistics, the reader becomes acquainted in the practical part of the thesis with the nature of firefighters' activities in various types of emergencies, the differences between emergency and other activity, as well as the activities of the Fire and Rescue Service of the South Moravian Region hidden under the vague notion of further activities.
