Integrated rescue system Czech Republic and its administrative activity

Abstract:

Integrovaný záchranný systém je sdružením vztahů, vazeb a konkrétních opatření, které slouží k ochraně obyvatelstva a majetku občanů i státu. Jde o jednu z nejvýznamnějších složek bezpečnostního systému státu a stát jejím prostřednictvím plní jednu ze základních funkcí, tedy bezpečnost obyvatel. Hlavní zásadou je koordinace postupu, neboli společný zásah, řízení a součinnost jednotlivých složek IZS, tedy Hasičského záchranného sboru ČR, Policie ČR a Záchranné služby ČR. Efektivnost tohoto systému je zabezpečena kooperací jednotlivých složek. Základ právní úpravy IZS vychází přímo z Ústavy ČR, Listiny základních práv a svobod a ústavních zákonů. Celková právní úprava je pak zastřešena zákonem o IZS, řadou prováděcích vyhlášek a nařízení vlády, tedy škálou právních norem mnohdy pro veřejnost nepřehledných. Pro integrovaný záchranný systém platí, že zařazování ostatních složek se provádí na úrovni regionální. Historie IZS je spjata s postupným vznikem hasičských sborů a samotný vznik IZS je datován od roku 2000. K nejstabilnější složce IZS patří Hasičský záchranný sbor. Z pohledu rozhodovacích pravomocí pak mají nejvýznamnější postavení Ministerstvo vnitra (ministr), kraj (hejtman) a obec (starosta).

Abstract:

Integrated rescue system is an association relations, links and concrete measures which serve to protect the population and the property of citizens and the State. In the case of one of the most important components of the security system of the State and the State through it fulfils one of the basic features, namely the safety of the population. The main principle of the coordination procedure, the joint intervention, management and coordination of the various components of the Integrated rescue system, the fire brigade, Police and rescue services of the Czech Republic. The effectiveness of this system is to secure cooperation of individual components. The basis for the legal rules of the Integrated rescue system comes directly from the Constitution, the Charter of fundamental rights and freedoms and constitutional laws. The overall legislation is then covered by the Integrated rescue system, a number of implementing ordinances and regulations of the Government, the range of legal standards in many cases for the public blind. For the integrated rescue system, the inclusion of other components is carried out at the regional level. History of the Integrate rescue system is bound up with the gradual emergence of the fire departments and the creation of the Integrate rescue system is dated from the year 2000. The most stable of the Integrate rescue system belongs to the fire brigade. From the perspective of the decision-making powers are the most prominent position of the Ministry of the Interior (Secretary), region (the Governor) and the municipality (Mayor).
