Incidence of fraud in drawing subsidies from the European Structural and Investment Funds in the V4 countries: comparison and policy response

Abstract:

Tato bakalářská práce se zabývá analýzou výskytu podvodů při čerpání dotací z Evropských strukturálních a investičních fondů (ESIF) v zemích Visegrádské skupiny (V4) v programovém období 2014-2020. Cílem práce je identifikovat důvody a míru podvodných nesrovnalostí v čerpání těchto dotací v České republice, Maďarsku, Polsku a Slovensku a srovnat jejich přístupy k boji s těmito jevy. V rámci výzkumné části práce jsou pomocí obsahové analýzy zkoumány faktory ovlivňující výskyt podvodů a srovnány opatření, která jednotlivé země V4 přijaly či plánují přijmout k prevenci a odhalování podvodů. Závěr práce shrnuje výsledky analýzy, diskutuje relevantní literaturu a navrhuje možná zlepšení současných politických strategií v oblasti boje proti podvodům při čerpání dotací z ESIF.

Abstract:

This bachelor's thesis deals with the analysis of fraud occurrence in the utilization of grants from the European Structural and Investment Funds (ESIF) in the Visegrád Group (V4) countries in the programming period of 2014-2020. The aim of the thesis is to identify the reasons and extent of fraudulent irregularities in the utilization of these grants in the Czech Republic, Hungary, Poland, and Slovakia and to compare their approaches to combating these phenomena. In the research part of the thesis, factors influencing the occurrence of fraud are examined using content analysis, and measures adopted or planned by individual V4 countries for the prevention and detection of fraud are compared. The conclusion of the thesis summarizes the results of the analysis, discusses relevant literature, and proposes possible improvements to current political strategies in the fight against fraud in the utilization of ESIF grants.
