The EU energy policy in relation to the dependence on oil imports

Abstract:

Energetický sektor je v současné době považován za strategické odvětví, jehož význam stále roste. Ekonomiky, které nedisponují dostatečným množstvím energetických zdrojů jsou v tomto směru více zranitelné. Energetická nezávislost je výzvou pro každý stát a rovněž pro celou EU, která velkou část spotřeby energetických surovin pokrývá jejich dovozem. Energetický sektor je klíčový od počátku procesu evropské integrace, nicméně dodnes se nepodařilo energetickou politiku EU jednotně koordinovat. V rukou členských států zůstává stále i skladba energetického mixu, jehož největší část je ve většině členských zemí tvořena ropou, na jejímž dovozu jsou státy EU vysoce závislé. Cílem této diplomové práce je zodpovědět otázku, zda je možné snížit závislost EU na ropných importech a jakým způsobem. Možným řešením je diverzifikace energetického mixu a nahrazení ropy jinými alternativními zdroji energie, přičemž velký potenciál má v tomto směru automobilový průmysl. Proces snížení závislosti na ropných importech vyžaduje dlouhodobou spolupráci členských států a nelze očekávat výrazné snížení této závislosti v krátkodobém horizontu.

Abstract:

The importance of the strategic energy sector is currently growing. The economies that do not possess sufficient energy resources are more vulnerable. The energy independence represents a challenge for every country and likewise for the EU, which is highly dependent on the energy resources imports. Although the energy sector has been crucial since the beginning of European integration, still it has not been possible to unify EU energy policy. The member states decide individually also among other topics about the structure of their energy mix. The highest share of the energy mix of most of the EU countries is made up of oil. Therefore, the EU is highly dependent on oil imports. The aim of master thesis is to answer the question whether it is possible to reduce the EU’s dependence on oil imports and to present potential solutions regarding the EU’s dependence on oil imports. There is a possibility to diversify EU’s energy mix and to use alternative energy resources instead of oil. The automotive industry has a great potential to reduce the oil usage. However, the dependence reduction process demands long-term cooperation within the EU and cannot be finished in the short-term period.
