Evaluation of the communication of the basic components of the IZS in solving the intervention with a larger number of disabled people

Abstract:

Cílem bakalářské práce je zhodnocení komunikace základních složek Integrovaného záchranného systému na místě mimořádné události s hromadným postižením zdraví/osob, a to na taktické, operační a strategické úrovni. Dílčími cíli zkoumáme předávání informací mezi operačními středisky, informovanost členů základních složek integrovaného záchranného systému v managementu prováděných záchranných a likvidačních prací, hodnocení komunikace mezi složkami integrovaného záchranného systému a taky kvalitu komunikace mezi těmito složkami. V teoretické části bakalářské práce se nacházejí základní informace o Integrovaném záchranném systému, vysvětlení pojmů taktická, operační a strategická úroveň, co je událost s hromadným postižení zdraví/osob. V bakalářské práci je popsán systém TETRAPOL, rádiová komunikační síť PEGAS, legislativa České republiky pro radiokomunikační síť PEGAS, dále pak systém a užití komunikace záchranných složek Slovenské republiky a Spolkové republiky Německo. Pro praktickou část práce byla zvolena kvantitativní metoda. Byl vypracován anonymní dotazník o 24 otázkách pro členy složek integrovaného záchranného systému, kteří při události hromadného postižení zdraví/ osob komunikují na taktické, operační a strategické úrovni. Pro zhodnocení dílčích úkolů jsou stanoveny čtyři problémy a ke každému vytvořena předpokládaná odpověď nulová a předpokládaná odpověď alternativní. U hlavního cíle bylo zjištěno, že neexistuje významný rozdíl v komunikaci. Pro zhodnocení dílčích úkolů byly odpovědi rozděleny dle příslušnosti ke složce integrovaného záchranného systému. Ve dvou případech bylo zjištěno, že existuje významný rozdíl v komunikaci a ve dvou případech neexistuje významný rozdíl v komunikaci. Ze závěru práce vychází, zlepšením komunikace základních složek integrovaného záchranného systému na místě mimořádné události se zlepší koordinace jednotek na místě mimořádné události při záchranných a likvidačních pracích.

Abstract:

The goal of the bachelor's thesis is to evaluate the communication of the basic components of the Integrated Rescue System at the scene of an extraordinary event with mass damage to health/persons, at the tactical, operational and strategic level. As sub-goals, we examine the transfer of information between operational centers, the awareness of the members of the basic components of the integrated rescue system in the management of rescue and liquidation work, the evaluation of communication between the components of the integrated rescue system and also the quality of communication between these components. In the theoretical part of the bachelor's thesis, there is basic information about the Integrated Rescue System, an explanation of the terms tactical, operational and strategic level, what is an event with mass health/personnel impairment. The bachelor's thesis describes the TETRAPOL system, the PEGAS radio communication network, the legislation of the Czech Republic for the PEGAS radio communication network, as well as the system and use of communication by the emergency services of the Slovak Republic and the Federal Republic of Germany. A quantitative method was chosen for the practical part of the work. An nonymous questionnaire with 24 questions was developed for members of the components of the integrated rescue system, who communicate at the tactical, operational and strategic level in the event of a mass injury to health/persons. For the evaluation of sub-tasks, four problems are set, and for each one, an assumed zero answer and an assumed alternative answer are created. For the main objective, it was found that there was no significant difference in communication. In order to evaluate the partial tasks, the answers were divided according to their affiliation with the component of the integrated rescue system. In two cases it was found that there was a significant difference in communication and in two cases there was no significant difference in communication. The conclusion of the work shows that by improving the communication of the basic components of the integrated rescue system at the scene of an emergency, the coordination of units at the scene of an emergency during rescue and liquidation work will be improved.
