Solving ammunition findings within the Police of the Czech Republic and IZS

Anotace:

Diplomová práce je zaměřena na problematiku nálezů munice, výbušnin a činností zasahujících složek integrovaného záchranného systému zejména Pyrotechnické služby Policie ČR a to z pohledu zasahujícího pyrotechnika. Úvodní část vysvětluje důvody nálezů munice a výbušnin, uvádí strukturu a úkoly Pyrotechnické služby Policie České republiky, která je kompetentní k řešení nálezů munice a výbušnin. V další části jsou uvedeny zákonné normy včetně interních v rámci Policie ČR, které se vztahují k problematice nálezů munice a výbušnin. Jsou zde vysvětleny základní výbuchové děje, rozdělení munice a výbušnin. V praktické části se práce zabývá samotnou realizací opatření se zaměřením na způsoby likvidace munice a omezení průvodních jevů výbuchu v civilním sektoru. V závěrečné části práce jsou uvedeny některé příklady mimořádných událostí v souvislosti s výbuchem munice.

Abstract:

This diploma thesis is focused on the issue of the munition and explosive finds and the activity of the organs of Integrated Rescue System especially pyrotecnic service of the Czech police. The thesis is written in the view of a bomb expert. The first part explains the reasons of the munition finds, shows the structure and the tasks of the Czech pyrotecnic service which is in charge of the munition and explosive finds. The following part involves legal regulations including internal police rules which are related to these particular norms. Basic explosion processes, types of munition and explosives are explained here. The practical part comprises of the implementation of regulations focused on the elimination of explosives and the reduction of accompanying manifestation of an explosion in civilian sector. In the final part, some examples of emergency connected with an explosion are shown.
