Assessment of the impacts of illegal mining (Galamsey) activities in Ghana

Abstract:

Těžba zlata je činnost prováděná malými i velkými těžebními společnostmi, nicméně většina firem využívá pro těžební činnost v Ghaně ilegální prostředky. Tento jev je znám pod termínem „Galamsey“. Cílem této studie je posoudit, jaký dopad má ilegální těžba na rozvoj v Ghaně. Tato studie se především zaměřuje na zhodnocení enviromentálního dopadu těžby malého rozsahu v Ghaně, posouzení bariér při zavádění vhodných enviromentálních postupů při těžbě malého rozsahu vzácných kovů v Ghaně, a zhodnocení strategií pro zlepšení životního prostředí v rámci tohoto odvětví. Za pomoci sekundárních zdrojů tematické a obsahové analýzy došla tato studie k závěru, že činnost horníků má dopad na životní prostředí ve třech sférách: litosféra, hydrosféra a atmosféra. Studie objevila, že existuje několik faktorů, které počítají s neúspěšností implementace účinných opatření a systémů ke zvýšení aktivit těžby malého rozsahu v Ghaně. Takové faktory zahrnují nedostatek financí pro podporu težebních aktivit od manažerů težby malého rozsahu. Nedostatečný přístup k účinnému vybavení a nářadí nutí težaře k použití špatných prostředků pro extrakci surových materiálů, jako třeba zlato. Nedostatek prostředků brání poskytování úvěrů. Podobné praktiky poté ovlivňují přirozený stav prostředí, jelikož půda je tak zničena, že již není úrodná a tudíž zde nemohou růst rostliny. Nakonec studie objevila, že technické faktory také vedly k neúspěšnosti implementace vhodných enviromentálních postupů s ohledem na težbu malého rozsahu v Ghaně. Většina težařů s malou působností nemá technické ani geografické znalosti o určitých mineralizovaných oblastech, ve kterých mají v úmyslu provádět svou aktivitu. Studie doporučuje rámec pravidel, která mohou pomoci v přístupu k enviromentálním praktikám. Tato pravidla by se měla zaměřovat na propagování morální odpovědnosti težařů s malou působností přes vzdělání, publicitu a použití sociálního tlaku, vyplývající ve změnu postoje, jako například prosazování existujících zákonů, využívání policejní hlídky pro podporu zavedení pravidel. Tento přístup by pomohl zajistit, že by težaři s malou působností používali správné prostředky pro težbu minerálů, aby se vyhnuli ničení životního prostředí.

Abstract:

Gold mining is an activity done by both small and large scale mining companies. However, most mining firms use illegal means in conducting mining activities in Ghana. This is popularly known as ‘Galamsey’. The objective of the study is to assess the effect of illegal mining activities on development in Ghana. Specifically, the study intends to; examine the environmental impact of small-scale miming in Ghana, assess the barriers to implementing sound environmental practices at small-scale precious minerals mining operations in Ghana and evaluate strategies for improving environmental performance in the industry. Using secondary data, thematic and content analysis the study found that the activities of small-scale miners have three levels of impact on the environment (the lithosphere, the hydrosphere and the atmosphere). The study discovered that, there are several factors accounting for the failure of implementing effective measures and systems to enhance small-scale mining activities in Ghana. Such factors include lack of financing to support mining activities by small-scale mining managers. Lack of access to efficient equipment and tools make small-scale miners use bad means in extracting raw materials like gold. Lack of credit facilities is hindering lending activities. This has resulted in small-scale miners using unapproved ways to extract raw materials like gold. This practice then affects the natural state of the environment as the land is destroyed to the extent that it can no longer take its shape to support plant growth. Lastly, the study found that technical factors have also led to the failure of the implementation of sound environmental practices with regards to small-scale mining in Ghana. Most small-scale miners do not have technical knowledge about the geographical information about the exact mineralized areas in which they intend to carry out their activity. The study recommends a policy framework as an approach to improving environmental practices. These policies should focus on promoting the moral responsibility of small-scale miners through education, publicity and the use of social pressure to bring a change in attitude. Thus, enforcement of existing laws, using forces like police patrol will augment the act of implementing policies. This approach would help make sure that small-scale miners extract minerals through appropriate means devoid of destroying the environment.
