Abstract:

Cílem je charakterizovat činnosti související s účetní závěrkou a provézt komparaci vývoje výsledku hospodaření vybraného územně samosprávného celku – města České Budějovice. Teoretická část byla zpracována na základě studia sekundárních odborných zdrojů a právních předpisů, které souvisely s problematikou účetní uzávěrky, závěrky a hospodaření územních celků. Studiem výše uvedených zdrojů byly získány potřebné informace pro vypracování teoretické části zahrnující tématiku veřejného rozpočtu, činností účetní uzávěrky, výkazy sestavované v rámci účetní závěrky a činnosti týkající se účetní závěrky. Při sestavování teoretické části bylo použito metody dedukce, v rámci níž se vycházelo z obecných výroků a postupně přecházelo k výrokům méně obecným. Prostřednictvím metody bylo možné jednotlivá témata uvedená v teoretické části dát do vzájemných souvislostí tak, aby na sebe logicky navazovala a bylo možné ji používat jako podklad pro sestavení aplikační části. Aplikační část byla sestavena s ohledem na poznatky získané při tvorbě teoretické části. V praktické části bylo využito metody komparace teoretických poznatků získaných studiem právních předpisů a sekundárních odborných zdrojů s praxí, která je prováděna v rámci procesu účetní uzávěrky a závěrky ve městě České Budějovice.

Abstract:

The document aims to characterize activities associated with the final accounts and to make comparisons concerning the profits and/or losses as the profits / losses were gradually generated by a territorial self-administration unit of our interest - the City of České Budějovice. The theoretical section benefited from the study of relevant secondary sources and legal regulations related to processing financial statements, final accounts and the profits / losses of territorial units. Having studied the above-mentioned sources and regulations, we have obtained information needed to compile the theoretical section, more specifically issues connected with public budgeting and with statements and activities entailed by the process of keeping the final accounts. To formulate the theoretical section, we applied the method of deduction through which we have drawn particular conclusions from more general principles. The method allowed us to seek mutual relationships between different topics of the theory as they followed logically from each other and could thus do the duty of source documents for the practical, i.e. application section. The practical section has duly considered what resulted from the theoretical section. The practical section has compared the theoretical concepts (as they were understood through the study of the relevant secondary sources and legal regulations) with the practical process of preparing the financial statements and final accounts of the City of České Budějovice.
